196cc oiling question

i saw a pic of someone with a 196cc or similar but twisted with the head facing up towards handle bars, and im interested because i have the same bike

my question though is these motors are splash lubricated will it still reach the oil on that angle
and if it dosent could one just overfill it and vent the block so it dosent pop crank seals?

the sticker does say that. it is put there to fool authorities that its legal cc for on road use is what i read
