How many washer on the top and bottom of the spindle should I start with. And what should set up be thanks

Lots of things go into figuring this out. Stagger, camber, toe, etc. If you don’t have scales I’d start with the LF spindle 1 washer on the bottom and RF spindle in the middle. Adjust as needed.
Keep in mind tho, as you’ll see in EVERY reply from the guys on this site that know what they’re doing, every time you change washers you need to reset toe, camber, etc.
