Feathered Blue Vegas

If blue vegas are feathering at the edge just a little. Should I be sanding this down or just flipping the tire?

You should be doing both, resurfacing them and flipping them

As mentioned do both but be careful not to overheat them, and don't use to course of grit paper especially the edges, keep in mind most tires working well will show small line of wear right on the edge.
