We're running 19 / 63. Track is probably about the same size but there are lots of other variables so you'll need to experiment.
We also have to run the stock governor fully functional.
Our engines only get up to about 5100 rpm before the governor kicks in, so that gear combination has been okay. If you can rev higher you might add more teeth to the rear gear.

With a 19 top gear...... you will be doomed if you let off.
I would use a 3.70 - 3.80 RATIO.
16/61 OR 16/62.
