Help trying to remove bearing shield

Ok trying to remove a removable bearing shield on a 2015 Prowler chassis. One side was no problem, side by brake is a problem. The set screw that holds the shield in place is missing, but I can not get the thing off. I have used brake cleaner, WD 40 etc .

Any suggestions ? Or will I have to dismantle the whole rear axle?
