Noram/Premier clutch question?

Does the position of the clutch weights on the hub effect engagement RPM? I've got a Premier Magnum on an Animal that I'm trying to get rid of the chattering/grabbing at lockup. The original owner had the weights set in the most aggressive position and it was terrible there. I've ended up in the least aggressive position and it's better, but it seems to be engaging at a higher RPM at that setting too. With white springs I'm engaging at about 3800 RPM. I'm thinking that's a little high for this engine. I'm a total newbe with both the Animal engine and Premier clutches, so forgive my ignorance. Thanks.
 
That's pretty much the nature of the beast.
You do have it clocked correct per diagram.
Shoes trailing the direction of rotation.
Sanding the drum and shoes may help a little.
3800 should be okay for an animal if not low.
