With all the mods I had mentioned before About how much horsepower would I be Gaining?
 
Another question once I remove the governor IVe seen people put a plate on top what is that usually for
 
There are so many variables that it's hard to pin down the hp. You could get around 15 with the right combo. Talk to Jody at ARC. The plate is put on motors where the tank is removed. It can add some strength to the block albeit small. It is mainly a place to mount a fuel pump and set up a throttle linkage...
