Predator 212 with Stage 1 Kit Safety issues

Hi, I picked up a P212 non-hemi from the scrapyard (it had just arrived, my luck!). It came with a cold air intake filter, the jetting to match, and an open exhaust. Cracking open the crankcase shows that the governor was removed (they just crushed up the gears). My issue is that the governor was removed and I don't want the damn thing to explode, but ARC billet flywheels & rods are a bit expensive and seem to be sold out, guessing due to the beer virus. The kart (trike) I've got it on has a 10t clutch to 60t pulley setup, with 18" wheels, so it doesn't seem to be set up for speed and it can't hit much higher than 30. I believe that will leave the kart in a safe RPM range but I just want to verify..

My friend and I have been WAITING a long time for deals and we snatched the trike for $150 and the engine for $70, but I feel those cost savings would be thrown out the window if that flywheel sends some shrapnel into our backs ;).

I have the stage one kit on mine and hit 6400 rpm and is still fine
I've read that a bunch of people push 6000+ with them regularly and I hear that some people's explode at 5000!
I'm tempted to just drop $200 on a tillotson 212 because that thing pushes 10 hp stock, safely, and I'd almost have a second damn engine for the price of a billet rod and flywheel, but then I will have a predator 212 sittin around begging for another kart, haha.
 
Put a piece of metal between the flywheel and the seat like they do on brake rotors on a flat kart and let it sing its song til she blows. We are in the 6400 and no problem group. 2/3 guys a night running them for a couple years.
