Restrictor plate ? Does it hurt torque?

So me and my family made a backyard track to play on this winter while all other tracks shut down. It's a very short circle track not oval complete circle (no straights) It's hard clay packed pretty grippy it turns black pretty quick after running. Problem I got is I have too much power! I'm doing nothing but spinning giving it only half throttle I'm going to re gear it to take some torque out of it but I was also thinking about putting a plate on it just to tone it down a bit more. Would it help me? Is my question or just re gear it and goat pee the tires and hope for the best.

Any restriction below what it is now will reduce torque and HP..
Instead of changine axle gears change clutch gears.. For every tooth on clutch averages 3-4 teeth on axle gear.
