Looking for NC or SC tracks that will allow you to practice during the winter, or on weekends that they are not running. My kid has never race and wants to give it a try. I don’t won’t to just throw her out there.

Doubt you'll find that because of Insurance reason's, plus track not being prepped you will not learn much anyway, however talk to local tracks once they are racing most will allow you to take laps at intermission or after races are over, then your running on a prepared track.

Most tracks allow open practice before the racing, and will allow newbies to practice after racing is over.
Some tracks will have open practice the night before the race day.
Going to a dirt track before it is watered , will result in no usable seat time.
What area do you live in? that would help people in your area to offer concrete advise.
