What is the best way to get tires to grow or shrink.

to grow put in air untill it measures 1/4 inch more than you want and then put in oven or out in sun till its real hot. stretches it now to shrink let air out and do the same heat it up then dunk in ice water.

I find best shrink is when core is left out until heated, then install quickly, then immerse in cold water.

Put in a bunch of air, like 60 lbs., if in a hurry heat with a torch, otherwise just let it sit for about 20-30 minutes. Adjust air and then measure.
To shrink, take out valve core, heat until hot, put valve core back in and dunk in very cold water. Adjust air and measure.
