What does this do?

Just a vent...dont need for anything but you should vent it to a can so as not to suck dirt into the motor.
 
In that case, can i remove it completely?


EDIT: I should rephrase, can i use that shorthead and cover it completely given it had no hole in it?
 
U can use that "Champion Style" valve cover without vent hole but U would need to vent from someplace else , like the sidecover . Crank pressures can B extreme in some builds that approach 30hp
 
Just stick a piece of hose in the hole, run it to a plastic 20oz bottle, drill an extra hole in the bottle, and zip tie the bottle somewhere on the chassis or engine out of the way. Its a simple vent hose that is needed. You can also stick a hose in the hole and go to the local auto parts and buy a little fuel filter, zip tie or clamp It into the open end of the hose. That will keep it from allowing dirt into the engine
