To go from a 8 1/4 wheel to a 7 3/4 how much tire circumference difference will it make approximately?

You mean 8 3/4? Didn't know a 7 3/4 was made... I know for me a 8 1/4 will come out around 33. 8 1/2 will come out around 32 3/4. and a 8 3/4 comes out around 32 1/2.

I do this all the time and there is no way to guess because it seems to me that almost all combos are different and you just need to mount and measure.

In my experience the circumference of the tire changes about half the amount of the change in wheel width. Also, I feel that the change in the spring rate/bite/loading of the tire is more substantial than the stagger change.
