Governor removal

I have taken the governor out of a few motors. It seems like I have trouble getting the shaft out that the governor arm goes on.
When it goes down in the block it hits the weight on the crankshaft no matter which way I turn it. Usually end up pulling the rod cap and pull the crank out.

I am wondering if I cut off the 1/2" or so that sticks up out of the block would let the shaft arm come out without pulling the rod cap and crankshaft.
Fixing to remove the governor and put in a cam for a friend.

Cut the top off with a pair of bolt cutters and you won’t have to remove rod cap or anything. It will fall right out
