You are talking about a "superior" reading of the rules.

I believe Schraders cup team did the same thing in the 90's with extra air all passing thru the holes in the restrictor plate.

Didn't say which holes it had to go thru
 
When the digitron fuel tester 64 came out it was recommended that 25 points be allowed to show before a competitor would be disqualified. Within two years someone had figured out how to mix two different additives, which was a performance gain and still meet the 25 points. Another kart shop and myself went to work when we found out what the additives were and started mixing and dyno testing. Without a Jet change or a timing change, there was a significant horsepower gain. However, we found that when mixing those two additives together, and keeping the points allowed on the meter at 10 or below there were no more Gaines. . That is why I suggest to everyone who calibrates their machine to calibrate it to the fuel that is being Used in this case was gasoline and not allow anyone to be above 10 points on the 64 tester.
