Screw HP limits. Start a REAL licensing program and get rid of ridiculous (often low) speed limits. Smart drivers assess and drive the conditions and follow applicable warning signs when they're applicable. And studies show drivers ignore stupidly low speed limits when it's apparent the road can handle higher speeds. Maybe have license tiers and the car will have a throttle/speed limit for different tiers....
